The Great War is about to end. The belligerents are exhausted. The war effort had been extremely trying, as no one expected such a prolonged and intense conflict. But countries were also undergoing internal upheavals: the Russian Empire is swept away by the Bolshevik Revolution, the famine that ravaged Germany due to the Allied blockade triggers a revolutionary wave, the Ottoman Empire is dismembered. The Balkans definitively shed the Ottoman and Austro-Hungarian imperial regimes, and new political entities emerge, such as the first Yugoslavia \u2013 the Kingdom of Serbs, Croats, and Slovenes \u2013 and Czechoslovakia. National examples abound.     <\/p>\n<p>This world in total reconfiguration is what the Belgian Ambassadors accredited across the globe observe.
